Why Africa doesn't develop when places like China, India or South America do?

Malaria, HIV and AIDS are Afica's main problems. Not all countries in Africa are third world countries, some are developed. Some Britons even move to countries in Africa because of the luxourious lifestyles led by the people living there. Remember that Africa is a continent, the same as Europe. Many countries in Africa are at war with each other over resources, power, land and industry which is another big set back. On the other hand, China is a superpower, a country all of it's own, a communist country that has vast industries. Because it is one of the biggest countries in the world, with over 1 billion citizens, it finds ways of creating money and revenue for the economy. If even a third of Chinese citizens are contributing to the government (through tax), that would be more than the whole population of the UK and let me ensure you, there is more than a third of Chinese contributing. As for India and South America, tourism is popular which helps add to the economy along with industries.
